Governance

RIISE is directed by a Regional Steering Committee, advised by an independent Technical Advisory Panel, and operated by a Secretariat hosted at UNOPS. National Focal Points are the interface with each participating government.

The four bodies

Who decides, who advises, who delivers

Each body has a distinct mandate, and the separation between them is deliberate.

  • Regional Steering Committee

    The primary oversight and accountability body for the facility. It provides strategic direction, approves annual workplans and budgets, and ensures regional ownership. It consists of senior representatives from focus-country governments and the financing partner (Canada/DFATD) alongside hosting and regional observers.

  • Technical Advisory Panel

    An independent advisory layer of recognized practitioners established to strengthen technical credibility and quality assurance. The panel provides peer reviews on complex or high-risk assignments and ensures service standards align with international best practices.

  • RIISE Secretariat

    The operational engine of the facility, hosted within UNOPS as a distinct unit. The Secretariat manages day-to-day operations, technical assistance requests, and expert roster deployments under the parameters approved by the RSC.

    The dedicated anchors within participating Caribbean governments who act as the primary interface with RIISE. They submit and track facility requests, prioritize country-level technical needs, and coordinate domestic agency deployments.

The Facility's governance instruments are in draft and await endorsement by the Regional Steering Committee, which is in the process of being constituted. Each document will be published here once endorsed.

One publication decision is still open

The brief lists the RSC Decisions Register and Meeting Summaries as public. The Governance Framework §4.8 treats Committee deliberations and their supporting documents as confidential to members. Before this page goes live, the Secretariat needs to decide what is published in full, what is published as a summary of decisions taken, and what stays internal.
